MOSCOW, Dec 30 (PRIME) -- Russian President Vladimir Putin enacted on Thursday a bill obliging the owners of industrial enterprises, including the coal mines, to eliminate consequences of environmental damage.
According to the bill, the owners must develop a plan to prevent and liquidate environmental pollution and get a positive conclusion of a state ecological expertise agency five years before the end of the operation term.
The draft law envisages accumulation of funds from payments for the negative impact on the environment, as well as fines for administrative offenses in the field of environmental protection and payments on claims for damage compensation.
